摘要
乡村建设是党和人民的重要事业,乡村治理是国家治理的基石。中国共产党成立以来,我们党始终高度重视乡村治理工作,并积累了丰富的实践经验。党组织领导乡村治理,是坚持马克思主义领导权理论的题中应有之义,是巩固党在农村执政基础的内在要求,是推进乡村全面振兴的必然途径,是实现农民幸福生活的重要保障。当前,党组织在领导乡村治理过程中,面临着党组织建设亟待加强、乡村自治尚不健全、乡村法治相对滞后、乡村德治面临挑战等现实困境,这就需要在新的时代背景下,坚持马克思主义领导权理论,巩固党的领导核心地位;坚持党组织领导乡村自治,夯实乡村治理之基;坚持党组织领导乡村法治,健全乡村治理之规;坚持党组织领导乡村德治,构筑乡村治理之魂。不断加强党组织领导下的乡村治理建设,是破解农村发展难题的必由之路。
Rural construction is an important undertaking of the Communist Party of China(CPC)and the people, while rural governance is the cornerstone of national governance. Since the founding of the CPC,it has always attached great importance to rural governance and accumulated rich practical experience. The CPC-led rural governance is the proper meaning of adhering to the Marxist theory of leadership, an inherent requirement to consolidate the party’s ruling foundation in rural areas, an inevitable way to promote comprehensive rural revitalization, and an important guarantee for the realization of farmers’ happy life. At present, in the process of leading rural governance, it facessome practical difficulties such as the urgent need to strengthen party organization construction, low level of rural self-governance, insufficient rural rule of law, and the fact that the rule of rural morality is facing challenges. In the context of the new era, we should adhere to the Marxist theory of leadership, consolidate the core position of CPC’s leadership, stick to the CPC’s leading role in rural autonomy, to consolidate the foundation of rural governance, to uphold the rural rule of law, to improve the rules of rural governance, and to enhance the rural morality as the soul of rural governance. Continuously strengthening the construction of rural governance under the leadership of the CPC is the only effective way to achieve rural prosperity.
