摘要
政党引领乡村治理主要通过党的组织体系、领导体系和意识形态等,实现“乡村再造”,在建构现代国家基层政权、推进乡村治理现代化中发挥着重要作用。基于“政党中心主义”的分析视角,探究百年大党引领乡村治理的演变规律,可以透视政党使命的自觉性、政党组织的协调性、政党功能的服务性和政党治理的多元性四个特性,准确把握政党引领乡村治理在革命、建设、改革、复兴等不同时期的逻辑导向。推动政党引领乡村治理实现乡村振兴的战略目标,需要从治理使命、治理系统、治理功能、治理主体四个维度,提升农村基层党组织的组织力,推进乡村治理体系现代化,满足农村群众对美好生活的向往,协同共建乡村治理共同体。
Rural governance led by political parties mainly“reconstruct the rural”through the party’s organizational system,leadership system and ideology,and plays an important role in building a modern national grass-roots political power and promoting the modernization of rural governance.Based on the analytical perspective of“party centrism”,we explore the evolution law of rural governance led by the Centennial party,which can perspective the four characteristics of the consciousness of the party’s mission,the coordination of the party organization,the service of the party’s function and the diversity of Party governance,and accurately grasp the logical guidance of the party’s leading rural governance in different periods such as revolution,construction,reform and rejuvenation.To promote political parties to lead rural governance and achieve the strategic goal of rural revitalization,we need to improve the organizational strength of rural grass-roots party organizations from the four dimensions of governance mission,governance system,governance function and governance subject,promote the modernization of rural governance system,meet the rural people’s yearning for a better life,and jointly build a rural governance community.
