摘要
在我国现阶段 ,非公有制经济的进一步发展还存在着政策、法律、行政、社会等多方面的障碍 ,而引发这些障碍的深层原因则是思想观念上的障碍。大力发展非公有制经济亟需解放思想 ,转变观念 ,推动经济理论创新。具体地说 ,就是要理性地界定“剥削”范畴的内涵 ;科学地分析与评价非公有制企业主的高收入来源 ;同时要积极深化经济与政治体制改革 ,完善政府职能 ,防范并治理非公有制经济中资本凭借生产资料所有权而对劳动实施的剥削或利益侵占。
On the way developing the non-public sector of Chinese economy, there are many obstacles existing in its policies, laws, administrations and society etc. To trace the resource, however, we find that these obstacles are deeply rooted in the minds of the people. Thus the development of the non public sector of the economy needs a shift of our minds, a revolution of our thoughts and a promotion of the theoretical innovations. These needs include rationally redefining and newly understanding of the word 'exploitation', scientifically measuring and fairly analyzing the source of the high incomes of private enterprises owners, as well as firmly deepening the reform of the economy and political systems, perfectly improving the government functions, and avoiding and eliminating exploitation and owners' possession of profit against labor by making use of the advantage of the their ownerships of the means of production.
