摘要
随着全球化趋势的不断增强和我国改革的不断深化以及中央与地方权力关系的调整,地方政府能力状况对地区经济和社会全面发展的影响日益凸显。因此,深化地方政府能力研究具有重大的理论价值和实践意义。本文在论述深化地方政府能力研究之必要性的基础上,对地方政府能力的概念、构成要素进行了界定,并对影响地方政府能力的因素进行了探讨。
With the continual strengthenning of the global tendency, the continual deepening of Chinese and the adjusting of the power relation between central Government and the local government, the state of the Capacity of Government is more and more important to the overalldevelopment of a local area, so it is provided with great academic value and practical meaning to the studying of the Local Capacity of Government. On the the necessarily of the studying of the Local Capacity of Government, I try to expatiate the definition, structure of the Capactiey of Local Goverment and explore the influencing factor of the Capacity of Local Government in this paper.
