摘要
地方政府在企业技术创新中并不是全程参与,而是有其具体的职能定位,其职能定位于技术创新社会支撑体系的建构过程中。其具体表现如下:首先是作为资源支撑子系统环境背景;其次是作为中介支撑子系统建构者;第三是作为规则子系统主导要素。
In the process of enterprise technology creativity, local government does not participate the whole process, but has its own function orientation. Its function is to construct the social supporting system as follows ：firstly, as the environmental context of resource supporting subsystem ;secondly, as the constructer of medium supporting subsystem ;thirdly, as the dominant dement of regular subsystem.
