摘要
就当前国外危机管理现状而言,危机管理依然存在着管理体制上的集权与分权、危机沟通上的公开与封闭、管理路径上的归纳主义与演绎主义的理论困境和实践难题。与此同时,政府危机管理也逐渐实现了从应对危机到管理危机、从政府管理到政府与社会共同管理、从民族国家管理到国际合作管理的范式转型。在这种历史背景下,我国政府应急管理制度必须在管理意识、管理模式和管理重心等方面进行创新,以全面提高我国政府应急管理的能力和水平。
As far as the present state of crisis management in foreign countries is concerned,in the crisis management there still exist the central right and the de-central right of the management system;the openness and the closure of the crisis communication;the theoretic and practical difficult questions with regard to the inductionism and the reductionism in the management course.At the same time,in the government crisis management also gradually realizes from coping with crisis to managing crisis,the change from the state and national managing mode to the international cooperative managing normal form.Under such history background,the coping with managing system of our country must carry out innovation in the respect of managing consciousness,managing mode,and managing focus so as to allover enhance the coping with managing ability and level of our country's government.
