摘要
冷战结束以后 ,国际社会面临更为复杂的安全挑战 ,传统的以国家为本位的军事安全只是国际社会面临的众多安全问题之一 ,人们的安全观念正在发生重大转变。对此 ,国内外学者提出了新安全观等概念来解释这一现象。然而 ,对新安全观的强调却易使人们对安全问题的认识发生误解和偏差 ,忽视或淡化国家安全和军事安全问题 ,甚至有贬低传统安全之虞。本文从国家安全的缘起、认识安全问题的不同视角及安全观形态的转变等方面入手 ,对安全问题展开了有针对性的论析 ,确认了国家安全观的核心地位 ,并依据冷战后安全问题的新发展 ,分析了新安全观的理论和现实困境 ,提醒人们警惕忽视传统国家安全的现象。
Since the end of Cold War, international society has been facing security challenges more complicated than ever, and the traditional military security that based on individual country is only one of the many security issues. And along with the transformation, the security views of public are changing as well. Some scholars in China and abroad are trying to explain this phenomenon with a so called “new security view” with certain explanations that could lead to the misunderstanding of national security and military security can be ignored and be littled. By analyzing the elements of national security, different ways to understand security and the changes of security views, the author of this paper maintains that the core position of national security could not be changed. In the meantime, the theoretical and practical dilemmas of the new security view are exmined.
