摘要
西部中小企业人力资源管理落后的原因在于其理论、观念和机制滞后。通过发展人力资源管理理论、改变落后的人力资源管理理念、建立健全人力资源管理制度等途径,最终达到提升西部中小企业人力资源管理水平的目的。
The backward human resource management of the small and medium-sized enterprises in west China results form the backward theories, opinions and systems. Such countermeasures as developing theories on human resource management, changing the backward ideas on human resource management, building perfect human resource management system may be taken so as to improve the human resource management of the small and medium-sized enterprises in the West China.
