摘要
本文从都市圈与经济区相互作用原理出发,在分析徐州都市圈、淮海经济区建设现状、存在问题和发展前景的基础上,着重探讨了徐州都市圈与淮海经济区的相互关系及其所应采取的发展战略。认为无论是徐州都市圈还是淮海经济区,其进一步建设均应当以特大城市———徐州为中心,实施整合及协调发展,以推动商品和生产要素的合理流动和有效配置,促进两者的联动与共进。最后,文章还就加强这一区域与长三角、特别是江苏沿江等地区的经济和社会联系提出了一些设想。
Metropolitan area and economic region are two related but different concepts. In order to develop the regional economy, metropolitan area and economic region should be integrated congruously. Compared with such core regions as Changjiang River Delta and Bohai Bay Rim, Xuzhou metropolitan area and Huaihai Economic Region have some marginality. According to the principle of interaction between metropolitan area and economic region, based on the analysis of the current construction situation, present problems and prospect of Xuzhou metropolitan area and Huaihai Economic Region, this paper focuses on the relationship between Xuzhou metropolitan area and Huaihai Economic Region and its development,strategy. We believe that Xuzhou city should be taken as the core for further development of either Xuzhou metropolitan area or Huaihai Economic Region, implementing integrated and harmonious development,so as to boost the rational flow and effective allocation of merchandise and production elements, and to accelerate the development of the two places. At the end of the paper, suggestions on how to strengthen the economic and social relationship between Xuzhou metropolitan area, Huaihai Eonomic Region and Changjiang River Delta region, especially the region along Changjiang River in Jiangsu province have been put forward.
