摘要
中国农业支持政策体系存在支持手段缺乏多样性、投资主体有缺位、支持对象选择存在歧视性、财政农业 投入分布结构不合理、未能构筑对外贸易的合理壁垒和缺乏有效的监督机制等六大缺陷,导致农业投资的功利化 倾向和农业投资地位不断弱化。
There are six defects in the Chinese agriculture support policy scheme : the lack of diversity of support means, vacancy of investment body , discriminative choice of support object , the unreasonable distribution structure of financial agriculture input , disconstructing reasonable trade barrier and the lack of efficient supervision mechanism. They lead to the utilitarian tendency and weakening of the agriculture investment.
