摘要
加入WTO后,面对农业发展进入新阶段和多元化的国际环境,中国农业支持的空间发生了巨大变化,迫切需要构建农业支持政策分析决策系统。分析了农业支持政策分析所面临的决策问题和决策流程,对系统的功能和逻辑结构进行了构想,建立该系统将有助于促进我国农业支持政策分析由定性向定量研究的转变。
The space of agricultural support has changed a lot, since China enters WTO. There is an urgent need to establish a policy analyzing and policy making system to support agriculture. This paper analyzes the policy making issue and its flow procedure confronting the agriculture supporting policy analysis; thinks about the function and logical structure of theis system. The establishment of this system will surely help to promote the analysis of supporting policy for Chinese agriculture to transfer from qualitative research to quantitative research.
