摘要
新城建设牵涉到城市规划、人口及产业布局、公共建设等方面,本文仅讨论新城建设操作过程中涉及的若干问题,主要介绍了西方发达国家在此过程中的土地利用制度、新城建设各主体的职能权限及筹措建设资金的一些方法。最后,文章简要总结了世界新城运动的经验,以期对国内蓬勃开展的新城市的建设提供一点启示。
Constructions of a new town include urban planning, layout of population and industry, public construction and so on. This papermainly discusses what the western countries have done to deal with land allocation and coordinate the interests of the central government, localgovernment, local residents and development corporations. At last, the author gives brief summaries about the new town movement, which wouldprovide some implications for the springing urban constructions of Shanghai as well as other cities in China.
