群众性技术创新工程的推进需要一套完整的制度体系作保障,其中包括激励制度、管理制度、创新扶持制度、评议推广制度、培训制度等。这些制度的设立与落实与该项工程能否实现预期目标有直接的关系。
The masses' Technological Innovation Project' need a complete system.It includes various systems such as encouragement,management,innovation assistance,appraising something through discussion and pursuing something,training and so on.There is a direct relation between the establishment and implement of these systems and realization of the desired target of this project.
