摘要
科学评价西北地区环境特征是顺利实施西部战略的前提,西北地区气候干旱,水资源短缺,由此引发的环境问题,不仅成为历史时期人类不合理开发的后果之一,也直接影响到今天西部战略的进程。本文立足于可持续发展的基点,以西北地区开发地域局限性与开发幅度有限性为核心,重点论述了在全球变暖的气候背景下,西北地区面临的水资源状态,以及以此为依托的开发项目与环境恢复措施的可实现限度,指出西北地区的开发应建立在水资源允许值之内,实施因水制宜的开发举措,一切过高估价西北地区过去的环境面貌,过高评介西北地区的开发限度,都会导致西部战略实施走向误区。
A scientific evaluation on the environmental characters of northwest China is the key precondition of carrying out western strategy. It's dry in the west region of China and the water resource in that region is very scarce. All of the environmental problems coursed by these factors are the result of irrational exploration to the region. The article, based on the view of sustainable development, mainly discussed the condition of water resource in the west under the circumstance of global warming. Furthermore, the article analyses the feasibility of the developing project and environmental recovery. The conclusion is: the development of the northwest region must accompany with the limit of water resource. All exaggeration of the past environmental conditions of northwest region and over evaluation of the development limit will deduce the west strategy to mistake.
