摘要
交通管理政策由于受到主、客观多方面因素的制约 ,很难对其进行精确的量化评价。本文将模糊数学中综合评价的方法引入城市交通政策的评价过程中 ,首先通过建立指标体系 ,确定各层次判断矩阵和各因素的权重 ,阐述模糊评价的基本步骤 ;其次 ,对具体交通政策进行实例应用 ,进一步说明应用中的注意事项和有关问题 ;最后对该方法在政策评价方面应用的效果进行评述。
Traffic management policy is difficult to do exactly quantitative estimate,which is limited by many subjective and objective factors. The fuzzy mathematics are taken into use in this paper. First,by means of establishing index system, each assessment matrix and each factor weight are ascertained and the elemental procedure of fuzzy assessment is formulized; second, by taking for an example, the points for attention in actual application are explained; last, several conclusions on the effectiveness of comprehensive evaluation used in the field of city traffic policy assessment are drawn.\;
