摘要
本文认为 ,“9·11”事件前后 ,美国反恐战略与其全球石油战略之间存在着内在的和本质的逻辑关系。阿富汗战争之后 ,在美国的全球反恐战略中 ,争夺和控制石油资源的企图已经昭然若揭 ;在阿富汗反恐与中亚石油争夺密切相关 ,“倒萨”与获得伊拉克石油和进一步控制沙特的石油相互联系 ;在反恐的形势下美国与俄罗斯建立新型能源关系的主要目的是为了获得俄的石油供应。从石油争夺的角度 ,我们或许能够更好地了解美国的全球战略意图。
The author believes that around the time of September 11,there were inherent and essential links between the counter-terrorism global strategies of the United States and its global oil strategies.After the war in Afghanistan,in its global strategy to fight terrorism the U.S.began to scramble for control over oil resources.The counter-terrorism war in Afghanistan has been associated with U.S.'s scramble for oil in Central Asia and one of the main reasons to overthrow Saddam was associated with oil and therefore to further control of Saudi oil.One of the driving forces for the United States to reach a new agreement on energy with Russia is to gain oil supplies from Moscow.From the oil perspective,one may be better able to comprehend the intentions of U.S.global strategies.
