摘要
随着中国石油需求的快速增长、世界市场石油价格的剧烈波动,以及大国石油利益争夺的激烈化,非洲日益成为中国确保石油安全的重要地区之一。尽管中国在非洲的石油外交已取得一些业绩,但是,非洲是一个政治风险相对集中的地区,尤其是一些非洲国家内部因石油利益分享引发的政治动荡,严峻考验着中国在非洲的石油安全。为规避风险,中国企业在开发利用石油资源时,应评估投资目标国的政治风险,双方建立高效灵敏的信息沟通和协调机制,拓展合作空间,培养专业技术人才,以保证双方合作的顺利进行。
Africa is increasingly becoming one of the most important area to guarantee China's oil security,with the rapid increase on china's demand of oil,the radical change of oil price in the world market and the violent scramble for the oil interests between great powers.In recent years,China has made progresses in oil diplomacy in Africa,but Africa is still an area concentrated with political risk,and political turmoil often happened in some countries those threaten china's oil security there.In order to avoid the political risk,China's oil companies should evaluate political risks to those countries that they want to invest,before a decision is made to explore oil sources in Africa.In order to strengthen oil cooperation,it's important to establish effective cooperation system in sharing information with oil-producing countries in Africa.
