摘要
公共政策评估中 ,生产力标准是根本的和首要的标准。作者从生产力标准的内涵、选择其评估公共政策的动因以及如何运用生产力标准等三个方面 ,对评价公共政策的最全面客观。
The productivity criteria is the fundamental and primary criteria in the evaluation of the public policy.This paper inquires into this subject on the three aspects, i.e., on the meaning and the selection of the productivity criteria, on the motivation of public policy evaluation, and on the practice of the criteria.
