摘要
文章从理论与实践两个角度区分了“公”与“共”的异同,由此出发把公共管理的基本特征归纳为管理主体的多元化、管理基础的社会化、管理结果的责任性及管理过程的互动性等四个方面。最后,建立在公共管理基本特征基础之上,提出治理是公共管理实现的最佳形式。
In this paper the author distinguishes the similarities and differences of“public”and“common”from the aspects of theory and practice,then summerizes the basic features of public administration as poly-management parts,socialization of the management basis,the responsibility nature of the management outcome and the initiative of the management process.Based on the above analysis,the author puts forward that administering is the best style to realize public administration.
