摘要
应建立和完善社会保障制度,保障弱势群体应有的生存和生活资料;实施积极的就业政策,对弱势群体给予特殊的就业援助;在调整分配政策的同时,对弱势群体辅之以必要的相关优惠政策;调动社会各方面的力量,合力解决弱势群体问题。
It is essential to establish and perfect social ensur en ce system to guartee poverty-stricken masses to have the material for existence and life; to carry out active employment policy, aiding the poverty-stricken m asses with exceptional employment; to readjust the distribution policy, in addit ion, with necessary related preferential policy; and to bring into full play the social force from all walks of life to settle the problem coopratively.
