The most important factors for the creation of a first class university include a well defined concept for school running, a celebrated president with a long tenure of office, a scientific management system of faculty, excellent student body, a research centered guideline, a longstanding history of school running, competition, adequate funding, good facilities for teaching and research and freedom of scholarship.
