摘要
如果说人力资源优化配置是市场经济内在要求的话,那么可以说社会保障为人才有序流动和人力资源合理配置提供了必要条件和根本保障。人力资源流动和社会保障制度一样,都是市场经济的伴随物,它们与国民经济发展的关系越来越密切。在全球化趋势加强和我国加入WTO的大背景下,经济增长速度日益取决于各种专门"人才"发挥能动作用的程度。安全、高效的社会保障制度不仅保障劳动者实现自身的价值,保证人力资源在全社会范围内优化配置,而且为全体劳动者提供有序流动条件下的社会安全。完善社会保障制度和合理有效配置人力资源,有利于提高劳动生产率,维护经济秩序和社会安定,实现现代化的宏伟目标。
If the good distribution of human resource is market economy inner need,the social security system is the foundamental security and necessary condition for the human resource sequence flow and reasonal distribution.The human resource flow and social security system are the things from market economy.They have a close relation with national economy development.Under the background of globalization and our joining the WTO,the speed of economy development depends on different human resource ability playing.The safe and effective social security system not only provides the social safety for human resource reasonal distribution in the socity,but also for all labor sequence flow.So,the social security system must be perfected for human resource reasonal distribution,social sefety and economy development.
