产业全要素智能化驱动经济高质量发展的机理研究

摘要 产业全要素智能化是人工智能技术在产业发展全链条中的深度嵌入与融合,正释放出重塑经济结构和社会运行机制的强大潜力。从要素禀赋视角来看,产业全要素智能化能够培育出以创新要素为核心的新比较优势。从产业结构视角来看,产业全要素智能化能够重塑传统生产逻辑、价值链条和产业形态。从增长动能视角来看,产业全要素智能化能够推动创新范式变革、消费模式革新和绿色低碳转型。从包容性发展视角来看,产业全要素智能化能够产生就业创造效应、区域协调效应和普惠共享效应。本文基于“要素升级—结构优化—动能转换—包容发展”四维理论框架系统剖析产业全要素智能化驱动经济高质量发展的机理,并提出相应的对策建议,以期为人工智能时代经济高质量发展新动能的培育提供理论参考和现实依据。 Entering a new stage,China’s high‑quality economic development requires a transformation of growth momentum.Total factor intelligentization of industry,which entails the deep integration of artificial intelligence(AI)technology throughout industrial chains,is unleashing strong potential to reshape economic structures and social operating mechanisms.With the iterative innovation of AI technology and the accelerated evolution of its industrial applications,it is of significant importance to analyze in depth the transformational development of all‑factor industrial intelligence and its impact mechanism on high‑quality economic development from a micro‑level perspective.This paper examines the transmission mechanism through which total factor intelligentization of industry drives high‑quality economic development from a four‑dimensional perspective of“factor upgrading,structural optimization,driving force transformation,inclusive growth”,and proposes corresponding countermeasures to address potential issues.From the factor perspective,total factor intelligentization of industry can cultivate new comparative advantages through data elementization,capital intellectualization,and labor intellectualization.From the industrial perspective,it can shift industrial focus toward technology‑intensive sectors,achieve industrial integration and form breakthroughs,help industries climb to high‑value‑added segments,and promote the transition from scale expansion to quality and efficiency.In terms of sustainable growth,it facilitates the transformation of innovation paradigms,the renewal of consumption models,and the transition toward green and low‑carbon development.Regarding inclusive development,it can drive the restructuring of employment forms,reshape the logic of regional development,and reform value distribution mechanisms.Total factor intelligentization of industry is a comprehensive,dynamic process of digital and intelligent empowerment from the micro to the meso and macro levels.It is accompanied not only by micro‑level issues such as data element rights confirmation,capital appreciation cycles,and human capital upgrading,but also by economic risks and socio‑economic challenges at the meso and macro levels,including industrial transformation,independent innovation in key core technologies,regional development imbalances,and fairness in sharing outcomes.Therefore,it is necessary to promote the construction and improvement of a package of corresponding policy systems,such as industrial policies,employment policies,and social security,and to advance the reform of new production relations in multiple fields and dimensions.This paper analyzes the theoretical framework from the four‑dimensional perspective of“factor upgrading,structural optimization,driving force transformation,inclusive growth”,delves into the mechanism by which total factor intelligentization of industry drives high‑quality economic development,and puts forward policy recommendations,thereby offering theoretical insights and practical implications for fostering new drivers for high‑quality economic development.
