摘要
工程结算争议是制约项目投资效益的关键瓶颈。基于造价咨询视角,以某大型住宅项目结算审核为例,综合运用案例分析与归纳演绎法,系统梳理了因合同条款歧义、计价依据理解偏差、过程证据缺失所引发的典型争议。从事前、事中、事后全周期逆向溯源,揭示争议产生的深层管理根源,并据此构建了一套贯穿项目全过程的争议防控体系。该体系包含三大核心策略:在招标签约阶段,应用标准化风险排查清单与BIM“三前置”协同进行精细化风险预控;在施工履约阶段,通过规范动态造价管理流程并构想区块链存证平台以实现证据固化;在结算阶段,构建基于数据驱动的争议分级调解与协同化解机制。通过量化咨询价值,论证了造价咨询通过专业化服务化解矛盾、创造价值的重要作用,为提升行业管理水平提供了兼具理论深度与实践路径的参考。
Engineering settlement disputes constitute a critical bottleneck to project investment efficiency.From a cost consulting perspective,this paper takes the settlement audit of a large residential project as a case study.Utilizing case analysis and inductive-deductive methods,it systematically categorizes typical disputes arising from ambiguous contract clauses,divergent interpretations of pricing standards,and missing process evidence.The research traces the root causes backwards through the entire project lifecycle,uncovering underlying management deficiencies,and accordingly constructs an integrated dispute prevention and control framework.This framework comprises three core strategies:during the bidding and contract stage,applying a standardized risk screening checklist and BIM-based“three-front”collaboration for precise risk pre-control;during the construction stage,standardizing dynamic cost management processes and proposing a blockchain-based deposit platform for evidence solidification;and during the settlement stage,establishing a data-driven hierarchical mediation and collaborative dispute resolution mechanism.By quantifying the value of consulting,this study demonstrates its vital role in resolving conflicts and creating value through professional services,offering references with both theoretical and practical implications for enhancing industry management standards.
