摘要
在国家治理体系和治理能力现代化深入推进的背景下,高职院校治理体系现代化已成为推动职业教育高质量发展的关键支撑。本研究立足职业教育类型特征和高职院校发展实际,系统分析了高职院校治理体系现代化的内涵与现实必要性,梳理出当前在办学治校价值导向与类型定位协同、制度体系系统性与组织运行效能、内生激励机制与多元主体参与、治理能力专业化与数字化支撑等维度的突出问题。在此基础上,构建以方向系统、底盘系统、动力系统和支持系统为核心的治理体系现代化分析框架,进而提出强化党的领导、完善制度结构、激发治理活力和推进数字赋能的实践路径,以期系统提升高职院校治理能力与治理效能,为职业教育高质量发展提供制度保障。
Against the backdrop of the deepening modernization of the national governance system and governance capacity,the modernization of the governance system in higher vocational colleges has become a critical support for driving the high-quality development of vocational education.Based on the typological characteristics of vocational education and the practical development needs of higher vocational colleges,this study systematically analyzes the connotation and practical necessity of modernizing the governance system in such colleges.It identifies prominent issues in the areas including the alignment of value orientation and typological positioning,the systematic nature of institutional frameworks and organizational operational efficiency,endogenous incentive mechanisms and multi-stakeholder participation,as well as the specialization of governance capacity and digital support.On this basis,an analytical framework for the modernization of the governance system is constructed,centered on directional,foundational,motivational,and support systems.Furthermore,practical pathways are proposed to strengthen the leadership of the Party,improve institutional structures,invigorate governance dynamics,and advance digital empowerment.The aim is to systematically enhance the governance capacity and efficacy of higher vocational colleges,thereby providing institutional guarantees for the high-quality development of vocational education.
