高职院校内部治理体系优化路径研究——基于“新双高”能力要求的分析框架

摘要 以“新双高”能力要求为分析框架,系统解构高职院校内部治理体系在战略决策、资源整合、质量保障及组织形态等维度的现实矛盾,揭示传统治理模式与产业变革加速、产教融合深化之间的结构性张力。针对战略滞后性、资源碎片化、质量形式化、组织封闭性四个主要核心矛盾,提出“战略协同—资源整合—标准升级—组织迭代”四维优化路径,构建适配“新双高”目标的现代治理范式。研究成果不仅为职业教育治理能力提升提供理论支撑,也为服务国家战略需求、推动职业教育高质量发展提供决策参考。 Using the"high level vocational college"requirements as an analytical framework,this study systematically deconstructs the practical contradictions in the internal governance systems of higher vocational colleges across dimensions such as strategic decision-making,resource integration,quality assurance,and organizational structure.It reveals the structural tensions between traditional governance models and the accelerating industrial transformation and deepening integration of industry and education.Focusing on four core contradictions—strategic lag,resource fragmentation,formalized quality management,and organizational clo-sure—this paper proposes a four-dimensional optimization path of"strategic synergy,re-source integration,standard upgrading,and organizational iteration,"aiming to construct a modern governance paradigm adapted to the"high level vocational college"construction goals.The research findings not only provide theoretical support for improving the gover-nance capacity of vocational education but also offer decision-making references for serving national strategic needs and promoting high-quality development of vocational education.
