摘要
城市社区更新作为推动城市治理现代化的重要实践,其核心在于破解多元主体协同困局,提升社区更新行动的有效性。本研究基于一个拓展的协同治理分析框架,对C市Y社区“微更新”行动进行持续追踪,深入剖析城市社区更新协同行动有效性的运行逻辑与内在机理。研究发现,城市社区更新协同的有效性依赖于多重机制的联动作用:共识聚能通过需求整合开启社区更新的“机会之窗”;权威势能依托高位赋权建构社区协同的合法性基础;技术赋能重塑治理流程以提升社区协同运行效率;情感增能增强主体黏性以实现社区长效治理。研究揭示了城市社区更新“由内而外”有效协同的完整发生链条,为提升协同治理效能提供了本土化理论启示与实践参照。
As a vital practice for advancing modern urban governance,community renewal in cities hinges on resolving the dilemmas of multi-stakeholder collaboration to ensure the effectiveness of community renewal initiatives.This paper constructs an expanded analytical framework of“collaborative triggering-collaborative operation-collaborative maintenance”.Based on a case tracking of the“micro-renewal”initiative in Y Community of C City,it delves into the operational logic and intrinsic mechanisms of collaborative governance effectiveness in urban community renewal.Findings reveal that the effectiveness of collaborative renewal depends on the synergistic interaction of multiple mechanisms:Authority potential builds legitimacy for community collaboration through high-level empowerment;Technical Empowerment reshapes governance processes to enhance operational efficiency;Emotional reinforcement strengthens stakeholder retention for sustainable community governance.This research reveals the complete chain of“inward-outward”effective collaboration in urban community renewal,offering localized theoretical insights and practical references for advancing collaborative governance innovation.
