摘要
我国政府采购以《政府采购法》为核心,明确禁止拆分项目规避公开招标、分散采购或集采程序等行为,但实践中仍存在违规现象。公立医院作为采购主体,其设备与服务采购面临科室拆分需求、规避程序等廉政风险,需通过“打包”采购优化管理。在某口腔专科医院的管理实践中,加强了对3类情况的统筹打包采购:①单科室拆分需求整合;②多科室同类需求合并;③设备与专机专耗协同采购。实践显示,打包采购可显著降低成本、压缩周期,并通过流程精简提升预算执行率。
China’s government,anchored in the Government Procurement Law,explicitly prohibits practices such as splitting procurement projects to evade open tendering,decentralized procurement,or violating centralized procurement procedures.However,violations still occur in practice.As key procurement entities,public hospitals face integrity risks such as departmental splitting of demands and procedural circumvention in their equipment and service purchasing.“Bundled procurement”has been adopted to optimize management.In the practice of a stomatology hospital,consolidated bundled procurement has been reinforced in three scenarios:first,integrating split requirements within a single department;second,merging similar demands across multiple departments;and third,coordinating the procurement of equipment with their dedicated machine-specific consumables.Their practice has shown that bundled procurement significantly reduces costs,shortens procurement cycles,and improves budget execution rates through streamlined procedures.
