摘要
新时代背景下,保健工作人员的政治能力建设面临新的要求与挑战。本研究系统分析了当前保健工作人员政治能力建设面临的主要挑战,包括政治教育与业务实践脱节、医疗服务效能发挥不充分、数字技术应用中的安全风险等问题。针对这些问题,研究提出了四个方面的创新路径:一是构建“医疗政治风险评估”框架,将国家安全与风险防控理念融入健康服务体系;二是设计“双循环、三保障”模式,驱动健康服务能力整体提升;三是建立智慧医疗数据治理机制,强化安全防护体系建设;四是探索“健康政治学”跨学科培养模式。建议通过完善考核评价体系、建立跨部门协同机制等措施,推动保健工作人员政治能力与专业能力的协同发展,使政治能力真正成为提升保健服务质量的内生动力,为构建优质高效的保健服务体系夯实人才基础。
Under the background of the new era,the political capacity building of health care workers faces new requirements and challenges.This study systematically analyzes the main challenges facing the current development of political competence among healthcare workers,including the disconnect between political education and professional practice,uneven healthcare service efficiency,and security risks in the application of digital technologies.In response to these issues,the research proposes innovative pathways in four aspects:first,constructing a"Healthcare Political Risk Assessment"framework that integrates national security and risk prevention concepts into the health service system;second,designing a"Dual Circulation,Triple Guarantee"model to drive overall improvement in health service capabilities;third,establishing an intelligent healthcare data governance mechanism to strengthen security protection system construction;fourth,exploring an interdisciplinary training model for"Health Politics".The study suggests promoting the coordinated development of the political and professional capacities of health care workers through measures such as improving the assessment and evaluation system and establishing cross-departmental collaboration mechanisms,so that political capacity can truly become the endogenous driving force for improving the quality of health care services and lay a solid talent foundation for building a high-quality and efficient health care service system.
