摘要
运动项目协会作为构建全民健身公共服务体系的重要力量,其实体化程度是其参与全民健身公共服务体系构建的基本前提。本文运用文献研究法、逻辑分析法、专家咨询法等方法,对运动项目协会实体化的概念及测量进行了研究。运动项目协会实体化的测量指标包括规章制度健全程度、组织机构健全程度、收入满足协会运转程度、人财物独立程度及对体育事业贡献程度5个一级指标和17个二级指标。推进运动项目协会实体化对策包括:完善协会规章制度、健全协会组织机构、通过市场营销筹集协会经费、确保协会人财物独立、积极参与体育事业。
With the deepening reform of the sports management system,sports associations are undoubtedly an important force in building a public service system for national fitness,and the entity of sports event associations is the basic prerequisite for their participation in the construction of the public service system for national fitness.We mainly used methods such as literature research,logical analysis,experts consulting to study the concept and measurement of the entity of sports associations,and proposed inspirations for promoting the entity of sports associations.The entity of sports event associations refers to the ability of sports event associations'personnel and property to be independent,continuous enhancement of governance capacity,and continuously increasing contribution to the sports industry.We have designed measurement indicators for the entity of sports event associations,including five primary indicators and 17 secondary indicators.Taking the Y region of G Province in the eastern part as an example,the current situation of the institutionalization of sports association entities was measured.Five primary indicators are as follows:the degree of sound rules and regulations,the degree of sound organizational structure,the degree of income meeting the operation of the association,the degree of independence of personnel and property,and the degree of contribution to the sports industry.Five strategies were proposed to promote the entity of sports event associations:improving association rules and regulations,perfecting association organizational structure,raising association funds through marketing,ensuring the independence of association personnel and finances,and actively participating in sports.
