摘要
中越两国毗邻区域边民的跨境流动正呈现出相向奔赴的显著特点,并受到双边共同的政策支持。在中越双边“自上而下”的政府政策激励与边民社会“自下而上”相向奔赴的交互作用过程中,边民跨境流动的影响变得越来越广泛而深入。在边境区域空间中,从经济融合、文化交流、社会互动等多个基础性层面链接着中越命运共同体。为了更好彰显边民作为民间外交力量在链接两国利益关切、促进友好合作进程中的重要价值,必须促进中越双边同向努力,共同应对面临的挑战,在理念转变、执法合作、权益保障、危机应对等方面促进边民跨境流动的治理优化,进一步夯实边境场域空间中两国命运共同体的基层社会基础。
The cross-border movement of border residents in the adjacent areas between China and Vietnam is showing a significant characteristic of bidirectional mobility,which is supported by common policies of both sides.In the interaction process of the"Top-down"policy incentives by both China and Vietnam governments and the"Bottom-up"mutual movement of border residents,the influence of cross-border mobility of border residents is be-coming increasingly extensive and profound.In the regional space of border,it links the China-Vietnam community with a shared future to multiple fundamental levels such as economic integration,cultural communication,and social interaction.To better highlight the important value of border residents as a force of people-to-people diplomacy in linking the interests and concerns of the two countries and in promoting the process of friendly cooperation,it is necessary to facilitate the bilateral efforts of both China and Vietnam in the same direction,deal with the faced challenges together,advance the governance optimization of border residents'cross-border movement in terms of idea change,law-enforcement cooperation,rights protection,and crisis response,and further consolidate the grassro-ots social foundation of the China-Vietnam community with a shared future in the field and space of border.
