摘要
农业科技园区作为推动农业高质量发展的新型平台和中坚力量,有力促进了农民增收、城乡一体化发展。引入“三螺旋”理论与资源编排理论阐明国家农业科技园区驱动农业高质量发展的理论逻辑,并通过多案例研究方法,探究国家农业科技园区的具体实践,研究发现:(1)农业科技园区是推动农业高质量发展的重要载体。(2)3个案例的实践显示国家农业科技园区以科技为引领,通过政府、企业、高校科研机构“三位一体”协同创新,聚集整合资源要素,服务于农业高质量发展。(3)科技创新与机制创新双管齐下,形成成果转化与价值提升的良性循环。建议通过强化政府统筹规划与制度供给,构筑多方协同联动机制,深化产学研用融合,推动农业业态与模式创新,打通创新链与产业链衔接通道等举措,提升国家农业科技园区对农业高质量发展的支撑功能,实现区域经济的良好共促。
As emerging platforms and key drivers of high-quality agricultural development,agricultural science and technology parks play a profound role in promoting farmers'income growth and advancing urban-rural integration.This study introduces the"Triple Helix"theory and resource orchestration theory to elucidate the theoretical logic through which national agricultural science and technology parks drive high-quality agricultural development.Through a multi-case study approach,the paper explores specific practical endeavors within national agricultural science and technology parks.The findings reveal that agricultural science and technology parks serve as important carriers for promoting high-quality agricultural development.The practices observed in the three cases demonstrate that national agricultural science and technology parks,guided by science and technology,facilitate synergistic innovation through the"trinity"collaboration of government,enterprises,and academic/research institutions.These parks integrate and concentrate various resource elements to serve the goals of high-quality agricultural development.A dual approach of technological and institutional innovation fosters a virtuous cycle of results transformation and value enhancement.It is recommended to strengthen government planning and institutional support,build multi-stakeholder coordination mechanisms,deepen the integration of production,education,research,and application,promote innovation in agricultural business models and formats,and bridge the gap between innovation and industrial chains.These measures aim to improve the supportive role of national agricultural science and technology parks in high-quality agricultural development and promote synergistic regional economic growth.
