摘要
进一步深化农村改革是推进农业农村现代化的关键举措。本文在厘清农业农村现代化的内涵特征和发展目标的基础上,分析加快农业农村现代化面临的矛盾问题及其体制机制障碍,提出以进一步深化农村改革推进农业农村现代化的重点任务和政策举措。从农业农村现代化的内涵要求和发展目标看,推进农业现代化要建立现代农业产业体系、生产体系、经营体系,推进农村现代化要提升农村基础设施完备度、公共服务便利度、人居环境舒适度。从制约农业农村现代化加快发展的主要因素看,农村土地制度改革有待进一步深化,农村基本经营制度有待进一步巩固和完善,乡村产业发展和乡村建设资金投入保障不足,农业科技创新能力不足和乡村人才发展存在短板,城乡人口融合与权益保障机制不健全,等等。因此,要锚定农业农村现代化发展目标,着力破除体制机制障碍,采取有力有效政策措施,进一步深化农村改革。
Further deepening rural reform is a key measure to promote the modernization of agriculture and rural areas.This paper attempts to clarify the connotation,characteristics,and development goals of agricultural and rural modernization,analyze the contradictions and institutional obstacles faced in accelerating agricultural and rural modernization,and propose key tasks and policy measures to further deepen rural reform and promote agricultural and rural modernization.From the perspective of the connotation requirements and development goals of agricultural and rural modernization,promoting agricultural modernization requires establishing a modern agricultural industry system,production system,and management system.Promoting rural modernization requires improving the completeness of rural infrastructure,the convenience of public services,and the comfort of living environment.From the perspective of the main factors restricting the accelerated development of agricultural and rural modernization,the reform of rural land system needs to be further deepened,the basic management system of rural areas needs to be further consolidated and improved,the funding guarantee for rural industrial development and rural construction is insufficient,the innovation capacity of agricultural science and technology is insufficient,and there are shortcomings in the development of rural talents.The institutional mechanism for urban-rural integration development needs to be further improved.Therefore,it is necessary to anchor the development goals of agricultural and rural modernization,focus on breaking down institutional and mechanism barriers,adopt effective policy measures,and further deepen rural reform.
