摘要
低空经济作为新质生产力的重要组成,正成为推动产业升级与空间重塑的战略性新兴产业。深圳率先将低空经济上升为城市战略,加快由“点状示范”转向“生态构建”。基于产业生态系统理论,从制度政策、技术创新、基础设施与场景应用四个维度,解析构建深圳低空产业生态系统的创新实践,并提出建设全球低空创新策源地、打造世界级智能制造高地、构建全域立体应用与示范网络、完善一体化治理与服务供给体系等未来跃升方向,以期为全球低空经济高质量发展提供可借鉴的“深圳方案”。
As a key component of new-quality productive forces,the low-altitude economy is emerging as a strategic industry that drives industrial upgrading and reshapes spatial organization.Shenzhen has taken the lead in elevating the low-altitude economy to a city-level strategy,accelerating the shift from isolated pilot projects to ecosystem building.Drawing on industrial ecosystem theory,this paper analyzes Shenzhen's practical innovation pathways across four dimensions—institutions and policy,technological innovation,infrastructure,and application scenarios.It further proposes future directions for upgrading,including developing Shenzhen into a global source of low-altitude innovation,building a world-class intelligent manufacturing hub,establishing an integrated,threedimensional citywide application and demonstration network,and improving an integrated governance and service delivery system.The study aims to offer a“Shenzhen model”that can inform the high-quality development of the low-altitude economy globally.
