摘要
低空经济是新质生产力的典型代表,低空经济的发展也伴随着系列安全问题本文尝试对低空安全这类新科技安全风险进行内涵探究并构建治理框架,用更高水平的低空安全保障高质量的低空经济发展。研究发现,低空安全问题涉及政治安全、经济安全、军事安全、社会安全等方面,是保障总体国家安全的重要方面。从词义学和多案例凝练发现,低空安全具体包括国防军事安全、民航安全、地面人员和设施安全、网络和信息安全、个人隐私安全等内涵。以低空安全内涵探究为基础,构建“三层次、五要素”治理框架,即国家治理、政府治理和社会治理三个层次,以及治理环境、治理目标、治理主体、治理客体和治理方法五个要素,并据此提出相应对策。本文是对低空安全的现状和未来治理的初步研究,也是对此类科技安全风险的探索性尝试,可为政府决策、政策制定、产业发展等提供智力支持。
The development of the low-altitude economy,which is typical of new forms of productivity,is also accompanied by a number of safety issues.This paper attempts to explore the connotation of new technological security risks,such as low-altitude security,and to construct a governance framework to ensure high-quality low-altitude economic development with a higher level of low-altitude security.The research found that low-altitude safety issues involve political security,economic security,military security,social security and other aspects,and are an important aspect of ensuring Comprehensive National Security.Etymological and multi-case refinement revealed that low-altitude security includes the connotations of national defence and military security,aviation security,ground personnel and facility security,network and information security,and privacy security.Based on the exploration of the connotation of low-altitude security,a governance framework of three levels and five elements is constructed,namely the three levels of national governance,government governance and social governance,and the five elements of governance environment,governance objectives,governance subjects,governance objects and governance methods.Corresponding countermeasures are proposed.This paper is a preliminary study on the current situation and future governance of low-altitude security,as well as an exploratory attempt to explore the security risks of such technologies.It can provide intellectual support for government decision-making,policy formulation,industrial development,etc.
