摘要
低空物流是低空经济的核心,对构建立体交通体系和提升区域物流效率具有重要意义。以贵州省为研究对象,探讨山地地形下低空物流发展的制度张力与政策调适路径,揭示低空经济中空间布局与制度环境的相互影响和共同演化,探讨技术与制度在低空经济政策制定中的相互作用,形成推动低空经济政策调适的“双螺旋”机制。研究发现,低空经济通过资源、技术和制度三维协同,能够优化空域资源配置、降低物流成本并提升服务覆盖率。然而,贵州省在低空物流实践中仍面临空域审批效率低、适航认证标准模糊、多模态协同不足等挑战。研究提出构建分类分层的空域管理制度、升级基础设施建设、实施精准补贴等创新策略,以推动低空经济与现代物流体系的深度融合与可持续发展。同时,建议建立涵盖经济、社会、环境维度的评估指标体系,并通过动态调整机制优化政策实施效果。研究结果表明,低空经济在贵州的发展不仅有助于提升物流效率,还能促进区域经济增长和社会公平,为其他地区提供有益的政策参考和实践借鉴。
Low-altitude logistics,as the core of low-altitude economy,plays an indispensable role in constructing a three-dimensional transportation system and in promoting regional economic logistics efficiency.This study focuses on the province of Guizhou,exploring the institutional tensions and policy adjustment pathways in the development of low-altitude logistics in mountainous terrain.It reveals the mutual influence and co-evolution of spatial layout as well as institutional environment in the low-altitude economy and examines the interaction between technology and institutions in low-altitude economy policy formulation,forming a“dual-spiral”mechanism that drives the adjustment of low-altitude economy policies.The research findings indicate that the low-altitude economy can optimize airspace resource allocation,reduce logistics costs,and improve service coverage through the three-dimensional synergy of resources,technology,and institutions.However,Guizhou Province faces challenges in low-altitude logistics practices,such as low airspace approval efficiency,unclear airworthiness certification standards,and insufficient multimodal coordination.This study proposes innovative strategies,such as constructing a classified and hierarchical airspace management system,upgrading infrastructure,and implementing targeted subsidies,to promote the deep integration and sustainable development of low-altitude economy and modern logistics systems.Additionally,it suggests the establishment of an evaluation index system that covers economic,social and environmental dimensions,along with a dynamic adjustment mechanism to optimize policy implementation.The results indicate that the development of the lowaltitude economy in Guizhou Province not only improves logistics efficiency but also promotes regional economic growth and social equity,providing valuable policy references and practical insights for other regions.
