摘要
在科技成果评价对科技创新与资源配置愈发重要的背景下,探讨河北省科技成果评价机制现存问题及创新策略。基于国家盐碱地区域特种农产品旱碱麦科技成果评价实例,深入分析当前农业科技成果评价存在的评价体系系统性规范性不足、在科技创新价值链中作用缺失、转化与激励约束机制中绩效评价导向不明及评价数据支撑体系缺乏科学与精准依据等问题。研究发现,采取构建旱碱麦评价的“河北规范”、实施“产业导向”的全链条评价嵌入机制、建立以“盐碱地贡献度”为核心的政策激励体系,以及建设河北省盐碱地农业科技成果大数据平台等措施,可有效改进河北省科技成果评价机制。同时,结合专家意见,综合定性定量分析构建旱碱麦科技成果评价体系并确定指标权重,形成一套有据可循、尊重复杂性、地域性与实用性的评价体系。该研究为河北省农业科技成果评价机制创新提供理论依据与实践参考,引导科技工作者将科研成果应用于实际农业生产。
Against the backdrop where the evaluation of scientific and technological achievements is becoming increasingly crucial for technological innovation and resource allocation,this paper explores the existing problems and innovative strategies of the scientific and technological achievements evaluation mechanism in Hebei Province.Based on the case study of the evaluation of scientific and technological achievements related to dry-alkaline wheat,a specialty agricultural product in the national saline-alkali land regions,this paper conducts an in-depth analysis of current issues in scientific and technological achievements evaluation,including the lack of systematicness and standardization in the evaluation system,its ineffectiveness within the value chain of technological innovation,the unclear orientation of performance evaluation in the transformation and incentiveconstraint mechanisms,as well as the lack of scientific and precise bases in the evaluation data support system.The study finds that measures such as constructing the"Hebei Standard"for dryalkaline wheat evaluation,implementing an"industry-oriented"full-chain evaluation embedding mechanism,establishing a policy incentive system centered on the"contribution degree to salinealkali land,"and building a big data platform for agricultural scientific and technological achievements in saline-alkali land in Hebei Province can effectively improve the scientific and technological achievements evaluation mechanism in Hebei Province.Meanwhile,by integrating the opinions of professional experts and employing a comprehensive qualitative and quantitative analysis,an evaluation system for dry-alkaline wheat scientific and technological achievements is constructed with determined indicator weights,forming a well-grounded evaluation system that respects complexity,regionality,and practicality.This paper provides theoretical foundations and practical references for the innovation of the agricultural scientific and technological achievements evaluation mechanism in Hebei Province,guiding scientific and technological workers to apply their research findings to practical agricultural production.
