The term“Tian Xia”refers to the ideological sphere of the influence of the Central Plains dynasties, whereas“China”denotes the actual sphere of control. In the early Han period, the“Tian Xia”order was composed of the Han dynasty and various feudal states, excluding the Hun.Therefore, the Heqin(marriage alliance)at that time was a diplomatic act between enemy states.During Emperor Hanwu’s reign, the Hun did not belong to the Han dynasty’s“Tian Xia”order, and the nature of heqin remained unchanged from the early Han period. It was not until the late reign of Emperor Xuan that the Hun leader Uhaanyehe became an“external vassal minister”under the ideological domination of the Han dynasty. With the inclusion of the Hun,the Han dynasty’s ideological sphere of influence became greater than its actual sphere of control;previously,“Tian Xia”and“China”were equivalent.During Emperor Yuan’s reign,Heqin transformed into an act of granting marriage from the Han to the Hun.After Wang Mang usurped the Han throne,he sought to demonstrate the legitimacy of the new dynasty and the superiority of its policies by attempting to exert complete control over the Hun,thereby establishing an“Tian Xia”order that included both the Hun and“China”.The descendants of Wang Zhaojun also sought to indirectly control the Hun.The irreconcilable conflicts among the new Wang Mang regime, the Hun,and the descendants of Wang Zhaojun became a contributing factor to the division of the Hun into northern and southern factions during the Eastern Han period.Consequently, the Han-Hun relationship influenced the“Tian Xia”order of the Western Han and the evolution of the Heqin practice.
