在“两个大局”同步交织、相互激荡的时代背景下,增强国内大循环内生动力是我国高质量发展的重大战略选择,实现这一目标需立足城乡关系从二元结构向融合发展转变的国情特征推进。城乡关系转变通过影响市场需求意愿能力、企业投资创新能力及供求对接状况,为增强国内大循环内生动力提供核心支撑。在实践层面,我国城乡关系转变应以促进城乡融合发展为导向,通过延长农业产业链、拓展农业多样功能、促进农村产业融合及强化科技赋能作用,推动农业现代化大产业建设。在操作层面,遵循分类有序、片区化推进的核心准则,推进乡村全面振兴,深化要素市场化改革,推动城乡要素双向流动,进而为建设强大国内市场、推进中国式现代化筑牢基础。
Against the backdrop of the"two overall situations"simultaneously intertwining and mutually reinforcing,enhancing the endogenous momentum of the domestic large-scale circulation represents a major strategic choice for China's high-quality development.Achieving this goal requires advancing based on the national context of transforming the urban-rural relationship from a dual structure to integrated development.The transformation of urban-rural relations provides core support for enhancing the endogenous momentum of the domestic large-scale circulation by influencing market demand capacity,corporate investment and innovation capabilities,and the alignment of supply and demand.At the practical level,China's urban-rural transformation should be guided by promoting integrated urban-rural development.This involves advancing the modernization of large-scale agricultural industries by extending agricultural industrial chains,expanding the multifunctional role of agriculture,promoting rural industrial integration,and strengthening the enabling role of science and technology.At the operational level,guided by the core principles of categorized,orderly,and regionalized advancement,we must promote comprehensive rural revitalization,deepen market-oriented reforms of production factors,and facilitate the two-way flow of urban-rural factors.This will lay a solid foundation for building a robust domestic market and advancing Chinese modernization.
