摘要
蓝色金融发展可以促进海洋产业结构升级,提升海洋科技创新水平,强化海洋生态保护导向以及深化海洋开放合作,进而赋能海南海洋经济高质量发展。由于需求端企业内生动力不足、供给端金融机构参与积极性有待提升以及供求对接效率不高等原因,海南蓝色金融发展面临现实挑战。建议进一步强化制度约束,增加政策激励,完善基础设施,深化国际合作,为再造一个“海上海南”贡献金融力量。
The development of blue finance can facilitate the upgrading of the marine industry structure,enhance marine science and technology innovation capabilities,strengthen marine ecological conservation orientation,and deepen maritime opening-up and cooperation,thereby empowering high-quality development of Hainan’s marine economy.The development of blue finance in Hainan faces realistic challenges due to insufficient motivation of enterprises on the demand side,limited participation of financial institutions on the supply side,and inefficient supply-demand alignment.This paper suggests strengthening institutional constraints,increasing policy incentives,improving infrastructure,deepening international cooperation,which will contribute financial momentum to building a new“Maritime Hainan”.
