摘要
以2009—2023年中国264个地级及以上城市为样本,使用多期双重差分模型、两步中介效应模型实证检验新型城镇化综合试点政策对城乡共同富裕的影响效应及传导机制。检验结果发现,新型城镇化综合试点政策实施可正向推动城乡共同富裕,且该结论得到一系列稳健性检验结果的支持。两步中介效应检验结果发现,高质量充分就业、要素市场化配置与城乡产业融合在新型城镇化综合试点政策促进城乡共同富裕的过程中扮演重要角色。异质性检验结果发现,新型城镇化综合试点政策对物质层面、大型城市及以上、东部地区城乡共同富裕的推动作用更为显著。据此,提出纵深推进新型城镇化综合试点政策实施、建立健全农村居民高质量充分就业机制、打造城乡要素资源一体化市场、构建城乡产业融合发展新格局等建议,为扎实推动城乡共同富裕提供有益参考。
Using a sample of 264 prefecture-level and above cities in China from 2009 to 2023,it empirically tests the impact and transmission mechanism of the new urbanization comprehensive pilot policy on urban-rural common prosperity through a multi-period difference-in-differences model and a two-step mediation effect model.The test results indicate that the implementation of the new urbanization comprehensive pilot policy can positively promote urban-rural common prosperity,and this conclusion is supported by a series of robustness tests.The results of the two-step mediation effect test reveal that high-quality full employment,market-oriented factor allocation,and urban-rural industrial integration play mediating roles in the process of promoting urban-rural common prosperity through the new urbanization comprehensive pilot policy.Heterogeneity tests reveal that compared to the spiritual level,small and medium-sized cities,and the central,western,and northeastern regions,the new urbanization comprehensive pilot policy has a more significant promoting effect on urban-rural common prosperity at the material level,in large cities and above,and in the eastern region.Based on this,it is proposed to further promote the implementation of the new urbanization comprehensive pilot policy,establish and improve a highquality full employment mechanism for rural residents,create an integrated market for urban-rural factor resources,and build a new pattern of urban-rural industrial integration development,providing useful references for solidly promoting urban-rural common prosperity.
