摘要
由于外部环境问题和内部制度缺陷,全域土地综合整治实施过程中产生诸多治理问题。这些治理问题之间因资源、技术以及经验传递等形成依赖关系,不仅加剧了治理过程的复杂性,同时也影响了多元主体协作模式。因此,全面解析全域土地综合整治多元主体协作关系形成机制,需充分考虑治理问题之间的依赖关系。该研究基于“治理结构—治理机制”的理论框架,系统分析了全域土地综合整治中治理问题的生成逻辑,明确治理问题依赖关系的概念内涵和关系特征。在此基础上,基于多层网络视角,从内源性因素和外源性因素两方面探讨全域土地综合整治中多元主体协作关系的驱动因素并提出研究假设,以湖北省11个县(市、区)的18个全域土地综合整治试点项目为研究对象进行实地调研和数据收集,采用多层指数随机图模型对研究假设进行实证检验。研究结果表明:(1)内源性因素:网络结构效应中传递性和依附性,以及主体属性中同配性,显著促进了全域土地综合整治中多元主体协作关系的形成。(2)外源性因素:治理问题统一性和多样性促进了全域土地综合整治中多元主体协作关系的形成,而治理问题依赖性和独立性则对全域土地综合整治中多元主体协作关系的形成产生抑制作用。基于上述结论,该研究提出优化外部治理环境,提升项目治理效能;深化信息技术应用,增强治理问题的识别与解决能力;凝聚集体行动共识,实现全域土地综合整治价值目标的政策启示,以促进全域土地综合整治多元主体协作关系的形成和优化。
Due to external environmental challenges and internal institutional deficiencies,numerous governance issues emerge during the implementation of comprehensive land consolidation.Dependency relationships form among these governance issues due to factors such as resources,technology,and the transfer of experience,which not only increase the complexity of the governance process but also affect collaboration models among multiple subjects.Therefore,a comprehensive analysis of the formation mechanisms of collaborative relationships among multiple subjects in comprehensive land consolidation must fully consider the dependency relationships among gov⁃ernance issues.Drawing on the theoretical framework of governance structures and mechanisms,this study systematically investigated the underlying logic of governance issues in comprehensive land consolidation and clarified the conceptual foundations and relational characteristics of these dependency relationships.Building on this,from a multilevel network perspective,the study further examined the driving factors of collaborative relationships among multiple subjects from both endogenous and exogenous elements and proposed corresponding research hypotheses.Taking 18 pilot projects across 11 counties(cities,districts)in Hubei Province as samples,this study conducted field investigations and data collection,and employed Multilevel Exponential Random Graph Models(MERGMs)to test the research hypotheses.The results indicated that:①Regarding endogenous factors,transitivity and dependence within network struc⁃tures,as well as homogeneity in subject attributes,significantly promoted the formation of multiple subject collaborative relationships in comprehensive land consolidation.②Regarding exogenous factors,the identity and diversity of governance issues further facilitated the formation of multiple subject collaborative relationships in comprehensive land consolidation,whereas excessive dependence and inde⁃pendence among governance issues impeded this formation.Based on these findings,the study recommends the following policy impli⁃cations:optimizing the external governance environment to enhance project governance effectiveness,expanding the application of infor⁃mation technology to enhance the identification and resolution of governance issues,and building consensus for collective action to real⁃ize the value objectives of comprehensive land consolidation,thereby promoting the formation and optimization of collaborative relation⁃ships among multiple subjects.
