摘要
基于工业和信息化部公布的前3批300个国家级中小企业特色产业集群名单,采用地理集中度、核密度分析、地理探测器等方法分析中小企业特色产业集群的空间分布特征及其影响因素,以期为中小企业特色产业集群的空间格局优化提供参考。研究结果发现:中小企业特色产业集群主要呈现“南多北少,东密西疏”的分布格局,并且具有明显空间集聚效应,高端装备制造业与机械设备制造业占据主体地位;从分布密度来看,京津冀、长三角、珠三角以及川渝地区为高密度核心区域,向外辐射形成多处极点区域;政策环境与创新能力为影响中小企业特色产业集群分布的主要因素,经济基础、社会发展、基础设施、自然条件为次要影响因素,其中“专精特新”企业支持政策与产业结构升级均起到关键作用。最后,依据研究结论,从缩小区域间政策支持水平差距、立足区域产业基础与资源禀赋、推动“专精特新”企业集群化发展三方面提出针对性研究启示。
Based on the list of the first three batches of national-level specialized industrial clusters for small and medium-sized enterprises(SMEs)released by the Ministry of Industry and Information Technology of the People's Republic of China,this study analyzes the spatial distribution characteristics and the influencing factors of these SMEs by adopting the methods of geographic concentration,kernel density estimation,and geodetector.It is found that the specialized industrial clusters for SMEs are mainly distributed as"more in the south and fewer in the north,denser in the east and sparser in the west",exhibiting a significant spatial agglomeration effect.High-end equipment manufacturing and machinery manufacturing industries occupy the dominant positions.Regarding distribution density,the Beijing-Tianjin-Hebei region,the Yangtze River Delta,the Pearl River Delta,and Sichuan-Chongqing are the high-density core areas,which radiate outward to form multiple polarized zones.In terms of influencing factors,policy environment and innovation capability are the main factors influencing the spatial distribution of specialized industrial clusters for SMEs,while economic foundation,social development,infrastructure,and natural conditions play secondary roles.Among them,the support policies for"specialized,refined,distinctive and innovative"(SRDI)SMEs and industrial structure upgrading both play key roles.Finally,according to the research conclusions,targeted research implications are put forward from three aspects:narrowing the gap in policy support levels among regions,building on regional industrial foundations and resource endowments,and promoting the clustered development of SRDI enterprises.
