摘要
随着陆地资源不断枯竭,蕴藏丰富资源的深海日益成为保障国家资源安全、破解发展瓶颈的新战略空间。深海科技是将潜在资源优势转化为现实生产力的关键。本研究厘清深海科技的概念内涵,结合当前发展实际,指出我国深海科技在技术创新、产业化落地、生态影响、国际治理以及人才供给方面面临的现实挑战。基于上述挑战,从构建自主可控的技术创新体系、打造多链协同的产业生态体系、建立可持续发展的生态治理体系、积极参与构建公平合理的国际治理体系、建设产业导向的人才供给体系等方面提出有针对性的发展策略。
As terrestrial resources continue to decline,the resource-rich deep sea has increasingly become a strategic frontier for safeguarding national resource security and addressing developmental bottlenecks.Deep-sea science and technology serve as the key to transforming potential resource advantages into real productive capacity.This paper first outlines the conceptual foundations of deep-sea science and technology.It then identifies the major practical challenges China currently faces,including constraints in technological innovation,limited industrialization capacity,ecological risks,complexities in international governance,and insufficient talent supply.In response,the paper proposes targeted development strategies aimed at building an independent and controllable technological innovation system,fostering a multi-chain and collaborative industrial ecosystem,establishing a sustainable ecological governance framework,actively contributing to a fair and equitable international governance regime,and constructing an industry-oriented talent cultivation and supply system.
