绿色发展理念视域下资源型城市新型能源体系构建——以克拉玛依市为例

Research on the Construction of New Energy System in the Resource-based City from the Perspective of Green Development Philosophy-Taking Karamay City as an Example

摘要 随着能源转型,在构建新型能源体系的过程中,资源型城市既要保证国家能源安全,又要兼顾可再生能源的发展,这是建设新型能源体系的难点亦是实现能源转型的关键。为解决此难点,围绕新型能源体系建设,以资源型城市克拉玛依为研究对象,结合实地调研和需求预测,开展克拉玛依市的新型能源体系构建研究。预测结果显示,2039年后,克拉玛依可再生能源消费占比超42.8%,将成为主体能源。2030年克拉玛依将形成成熟的新型电力体系和二氧化碳综合利用体系,成为重要的绿色氢能生产基地;作为典型的资源型城市,克拉玛依将会提前实现“碳达峰”“碳中和”目标,其能源转型之路或为其他资源型城市的发展和转型提供思路和借鉴。 Against the backdrop of energy transition,it is difficult to construct the new energy system and critical to achieve the energy transition since the resource-based city nor only ensure the national energy security but also consider the development of the renewable energy.To solve this problem,the paper focuses the construction of a new energy system,takes resource-based city of Karamay as the research object,and conducts research on the construction of a new energy system in Karamay city based on the field survey and the demand forecast.The results show that the proportion of renewable energy will exceed 42.8%and take the dominant position after 2039,Karamay city will have established a mature new power system and utilization system for carbon dioxide,as well as be a hydrogen energy base,it will achieve carbon peaking and carbon neutrality ahead of schedule as a typical resource-based city,so as to provide ideas and references for the development and transformation of other resource-based cities.
