摘要
本文针对海关实验室化学检测质量控制风险开展系统性研究,基于ISO/IEC 17025:2017标准要求,构建了包含人员因素、仪器设备因素、试剂材料因素、方法标准因素和环境条件因素五大维度的25项风险评估指标体系。采用TOPSIS法对某海关技术中心实验室进行实证评估,结果表明该实验室化学检测质量控制总体风险等级为“中等风险”,但人员因素、试剂材料因素和环境条件因素均处于“高风险”水平。研究发现,人员专业技能不足、试剂质量不稳定及环境控制不完善是主要风险点。基于评估结果,提出了针对性的风险应对策略,包括完善人员培训体系、加强试剂耗材管理、优化实验室环境控制等,为海关实验室提升质量控制水平提供科学依据和实践指导。
This paper systematically studies the quality control risk in customs laboratory chemical testing,constructing a risk assessment index system with 25 indicators covering five dimensions:personnel factors,instrument and equipment factors,reagent and material factors,method and standard factors,and environmental conditions factors,based on ISO/IEC 17025:2017 standards.The TOPSIS method was applied to conduct empirical assessment on a customs technical center laboratory.The results showed that the overall quality control risk level was“medium risk”,but personnel factors,reagent and material factors,and environmental conditions factors were all at“high risk”level.The study found that insufficient professional skills of personnel,unstable reagent quality,and inadequate environmental control were the main risk points.Based on the assessment results,targeted risk response strategies were proposed,including improving personnel training system,strengthening reagent and material management,and optimizing laboratory environmental control,providing scientific basis and practical guidance for enhancing quality control levels in customs laboratories.
