公共数据开放赋能未来产业技术创新

Empowering Technological Innovation in Future Industries through Public Data Opening

摘要 在当今全球加速布局前沿科技、争夺未来产业制高点的背景下,公共数据作为基础性战略资源,其开放与利用对赋能技术创新、培育新质生产力至关重要。鉴于此,本文深入探讨公共数据开放赋能未来产业技术创新的内在逻辑,通过构建“基础资源-成本竞争-创新生态-不确定性消减”四位一体的分析框架,系统揭示其核心作用机制。针对数据供给质量、应用场景缺失、制度壁垒等现实挑战,提出深化数据供给侧改革、强化场景需求牵引、完善制度标准体系、培育多元协同生态等突破路径,以促进公共数据要素价值充分释放。研究成果为理解数据要素驱动未来产业发展提供了新视角,并为政府构建数据赋能政策体系、加速我国未来产业培育提供实践指南。 In the context of the global acceleration of frontier technology deployment and the race to seize the commanding heights of future industries,public data,as a fundamental strategic resource,plays a crucial role in empowering technological innovation and cultivating new quality productive forces.In light of this,this paper delves into the intrinsic logic of how public data opening empowers technological innovation in future industries.By constructing a four-in-one analytical framework of“basic resourcescost reduction-innovation ecosystem-uncertainty mitigation,”it systematically reveals the core mechanisms at play.To address practical challenges such as data supply quality,lack of application scenarios,and institutional barriers,the paper proposes breakthrough pathways including deepening supply-side data reforms,strengthening scenario-driven demand,improving institutional and standard systems,and fostering a diversified and collaborative ecosystem.These measures aim to facilitate the full release of the value of public data as a factor.The research findings provide a new perspective for understanding how data factors drive the development of future industries and offer practical guidance for governments to construct data-enabled policy systems and accelerate the cultivation of national future industries.
