摘要
数字乡村治理是实现共同富裕的重要路径。共富型数字治理超越单向度“技术赋能”的传统数字治理模式,以共同富裕为价值导向,注重治理公平性和可持续性,为当前乡村治理转型提供新的范式。从价值引领、创新驱动与功能释放三个维度发力,共富型数字治理通过梯度嵌入与持续赋能来调适和优化乡村治理数字化转型过程。在逻辑层面,数字技术通过数据共享、算法优化与平台赋能驱动乡村治理现代化,重构乡村生产、生活和生态空间,可以有效推动治理信息透明化、任务条理化与决策科学化。在实践层面,实现共富型数字治理的目标指向,需要从形塑乡村共治格局、创新治理机制模式和完善治理保障体系层面切入,搭建“数字协同共治—数字治理监督—数字协商决策”的平等性共富链路,不断完善以实现人才培养、信息安全、分配正义为治理目标的可持续乡村共富治理生态。
Digital rural governance is an important path to achieving common prosperity.The co prosperity type digital governance goes beyond the traditional digital governance model of one-way“technological empowerment”,takes common prosperity as the value orientation,focuses on governance fairness and sustainability,and provides a new paradigm for the current transformation of rural governance.From the dimensions of value leadership,innovation drive,and functional release,the co prosperity digital governance adapts and optimizes the digital transformation process of rural governance through gradient embedding and continuous empowerment.At the logical level,digital technology drives the modernization of rural governance through data sharing,algorithm optimization,and platform empowerment,reconstructing rural production,life,and ecological space,and effectively promoting the transparency of governance information,task organization,and scientific decision-making.At the practical level,to achieve the goal of co prosperity digital governance,it is necessary to start from shaping the pattern of rural co governance,innovating governance mechanism models,and improving the governance guarantee system,to build an equal co prosperity chain of“digital collaborative co governance-digital governance supervision-digital negotiation decision-making”,and continuously improve the sustainable rural co prosperity governance ecology with the governance goals of talent cultivation,information security,and distribution justice.
