摘要
污水和空气毒品监测为我国毒情评估提供了科学客观的方法,也为发掘涉毒违法犯罪提供了新的情报搜集方法,但用于监测数据处理和情报推送的智慧化预警模型仍显不足;监测、评估和情报预警的技术—标准—法规—战术衔接还不完善;监测机构在检测过程中的毒情评估和情报导侦功能定位不够清晰。为完善环境毒品监测的情报导侦功能,应继续深化环境介质毒品监测的基础研究,逐步探索监测数据用于情报导侦的智慧化预警预报模型,进一步完善技—战衔接的标准、规范、法规体系,并逐步优化监测机构与实战部门之间的监测结果传导与反馈双向机制。
Wastewater and air-based illicit-drug monitoring provides a scientific and objective method for assessing the drug situation in China and a new intelligence means for uncovering drug-related criminal activities.However,there is still a lack of intelligent warning models for monitoring data processing and intelligence transfer.The integration of technology,standards,regulations,and tactics for monitoring,evaluation,and intelligence warning is incomplete.The assessing and warning function of monitoring institutions are not clear enough.To improve the intelligence guidance function of environmental-based illicit-drug monitoring,it is necessary to continue deepening the he basic research on illicit-drug monitoring in environmental media,gradually exploring intelligent early warning and forecasting models for monitoring data to be used for intelligence navigation and investigation,further improve the standards and regulatory system for the connection between technology and tactics,and gradually improve the bidirectional mechanism of monitoring results transmission and feedback between monitoring institutions and practical departments.
