摘要
互联网行业组织是提升网络治理效能和健全网络综合治理体系的重要一环。然而,在实践中,其组织能动性和功能作用发挥程度不高,根源在于自主性发展空间受限。基于广东省W协会的个案研究总结出:互联网行业组织根据组织特征,设计适应组织发展的复合型组织架构,使得其具备国际协作性特征,由此获得自主性参与空间;在政府支持下开展核心业务、社会服务和外部活动等,拓宽人才资源、社会资本和企业行业资源获取渠道,为其自主性发展提供保障;通过强化政治关联和与政府的联系,建立发达的社会关系网络,推动自主性能力建设,并展现出较强的网络治理政策辅助能力和互联网服务的公益性属性;市场化和专业化两种策略并驾齐驱,使得其在提供市场服务、产品和技术输出的过程中逐渐具备行业聚焦性和技术专业性,推动组织开拓出“公益型社会企业”的发展道路。由此,互联网行业组织形成了以参与空间、发展保障、能力提升和发展道路为逻辑导向的自主性再生产过程。
Internet industry organizations are a crucial component in enhancing network governance efficiency and improving the comprehensive network governance system.However,in practice,their organizational initiative and functional role are not fully utilized,primarily due to constrained space for autonomous development.A case study of the W Association in Guangdong Province reveals the following insights:Internet industry organizations design composite organizational structures tailored to their characteristics,enabling international collaboration and thereby securing space for autonomous participation.With government support,they engage in core operations,social services,and external activities,broadening access to talent resources,social capital,and corporate-industry networks,which safeguards their autonomous development.By strengthening political connections and ties with the government,they establish robust social networks,advancing autonomous capacity building and demonstrating strong policy support for network governance as well as the public welfare attribute of internet services.Through the dual strategies of marketization and specialization,they gradually develop industry focus and technical expertise in the process of providing market services,product,and technology outputs,thereby pioneering a development path as“public welfare social enterprises.”Thus,internet industry organizations form an autonomous reproduction process logically guided by participation space,development safeguards,capacity enhancement,and developmental pathways.
